Private Residential Land Development requires a combination of strong research, intense logistical planning, and calculated risk. Before a development site is even settled on, a range of factors need to be considered, such as soil quality; rainfall and stormwater flows; zoning restrictions and existing services. Before the first sod of soil has been turned, considerable costs have been incurred in survey, developing plans, and gaining council approvals.
GenEng has worked with various private developers helping them establish the information they need to determine if they will go ahead with a development, or, once the decision has been made, developing reports, negotiating on their behalf with Council, and in some cases, project management.
Avenues of Highfields Pty Ltd
The Avenues of Highfields is a high-quality, master-planned, staged greenfield housing estate being developed in the sub-tropical highland area of Highfields on the edge of Toowoomba. At completion it will provide 530 residential lots with a central parkland area as a key focal point to establish a sense of community.
Since the beginning of the development, GenEng has provided professional services to the developers, including the following:
- Consultation about the selection of a suitable site for development
- Development of strategy reports and preliminary infrastructure planning to support Council planning approvals
- Detailed designs and drawings for roads, drainage, water, sewer and footpaths
- Erosion and sediment control plans
- Traffic engineering and design
- Preparation of Operational Works documentation with RPEQ certification
- Issue of construction plans to contractor
- Bill of Quantities and construction estimates for each stage as well as overall project costing
- Contract Administration for construction works
- Engineering Supervision during construction
- Liaison with Toowoomba Regional Council
- On maintenance processes
- Off maintenance inspections and issuance of final payment certificates
- RPEQ certification of works
Our initial engineering reports helped the developers determine the layout of the estate to best utilise the land and services; and so far, we have managed the design and construction of Stages 1-9A with stages 1-7 being off maintenance, stages 8-9A being on maintenance and stages 9B-10 is operational works approved.
Certainty Wealth
Certainty Wealth investigated property on Browne Road at Highfields as a potential development site for a staged subdivision development. Decision was made to progress with this, and to date, GenEng has provided the following:
- A Due Diligence Cost Estimate Report
- Water Supply and Wastewater Infrastructure Assessments
- A Stormwater Management Strategy Report
- A Civil Engineering Services Report
These reports provided support to Certainty Wealth’s development applications for the proposed residential development. The engineering reports helped influence the layout of the development to respond to the challenges of the sloping terrain and environmental constraints to best utilise the land and deliver efficient provision of infrastructure.
